본 연구는 핵심부품 국산화개발 지원사업 규모 확대에 따라 기존의 발굴체계를 개선하여 공포 활성화 극대화 및 소요 사에 필요한 카테고리 다변화 방안에 대한 것이다. 또한, 이 품목들의 전문가그룹 검토와 단계별 평가 등을 실제 적용하여 과제 도출 프로세스 개선과 최종 결과물에 대한 피드백 프로세스까지 도출하였다. 이를 통해 21,664종의 국산화 품목의 조 사 대상을 식별하고, 2단계의 검토과정을 통하여 총 18종의 개발대상품목을 선정하였다. 그 결과 과제 발굴의 소요시간 단 축과 군에서 어려움을 겪고 있는 품목 위주로 과제를 발굴함으로써, 전력운용을 위한 소요부품의 적기 제공 및 부품단종 공 백 해소를 통해 군수지원능력 향상의 목적을 달성할 수 있게 되었다.
Abstract
In this study, we proposed the method for maximizing the competition by improving the existing excavation systern, and devised a plan to diversify the categories required for the survey as the scale of core-component localization was expanded. Also we proposed an expert review procedure for selecting projects from the investigated items. As a result, we identified 21,664 local items and selected 18 items for development through a two-step review process. Through this study, it was confirmed that the proposed method can reduce the time required for projects discovery. And the method has been able to achieve the objective of improving the logistics support ability by finding items that focus on the difficulties of the military.
