본 연구는 기술 선도국인 미국과 중국을 중심으로 인공지능(AI) 관련 국가 전략․정책과 군사적 활용 현황을 검토하고 사이버안보 측면에서의 시사점을 분석한 후, 한국의 AI 전략발전과 군사적 활용을 위한 방향성을 모색한다. 현재 우리나라는 AI 기술 발전을 위한 국가 전략을 수립하여 시행하고 있으나, 미국과 중국에 비해 세부 정책이 미비하며, 특히 군사적 활용과 이를 뒷받침할 사이버안보 측면에서의 고려는 부족한 실정이다. 이에 따라 국가안보 및 군사력 강화를 위한 전략적 접근이 시급히 요구된다. 우선, 2024년 제정된 AI 기본법의 지속적 보완과 발전이 필요하다. 동 법은 AI 산업의 육성과 규제를 위한 기반을 마련했으나, 급변하는 기술 환경에 대응하기 위해 기존 산업 중심 접근에서 벗어나, 기술 발전과 위협 환경 변화에 신속히 대응할 수 있는 적응적 거버넌스 체계와 보안ㆍ윤리ㆍ기술의 통합적 접근이라는 유연한 전략 형태로 지속적인 발전이 필요하다. 아울러 국가사이버안보전략에 AI 기술을 적극 반영하고, AI 보안의 핵심이라 할 수 있는 데이터 관리 및 보호를 위한 국가 차원의 프레임워크 마련이 필요하다. 이를 위해 AI 기반 모델의 안전성과 신뢰성을 확보할 수 있도록 데이터의 수집, 저장, 공유, 활용에 관한 표준화된 거버넌스 체계를 구축해야 한다. 전략적 차원에서는 AI 기반 사이버 위협 탐지체계 구축, AI 윤리 기준 수립, 민․관․군 협력체계 강화 등을 통해 사이버안보 역량을 제고해야 한다. 이러한 기반 위에서 AI의 군사적 활용에 대한 전략을 보완하고, 명확한 기술적 기준과 윤리적 가이드라인을 마련하는 것이 중요하다.
Abstract
This study examines the national strategies and policies related to artificial intelligence (AI), as well as its military applications in leading technological powers such as the United States and China, and analyzes the implications from a cybersecurity perspective. Based on these insights, we propose strategic directions for advancing South Korea’s AI strategy and its military applications. Currently, South Korea has established and is implementing a national strategy for AI development. However, compared to the U.S. and China, its policies remain underdeveloped, particularly in terms of military utilization and the corresponding cybersecurity considerations. Consequently, a strategic approach to enhancing national security and military capabilities through AI is urgently required. Foremost, continuous improvement and advancement of the Artificial Intelligence Basic Act, enacted in 2024, are necessary. While this law provides a foundation for fostering and regulating the AI industry, it must be revised into a more flexible and adaptive form to respond to rapidly evolving technological landscape. Additionally, AI technologies should be actively integrated into the National Cybersecurity Strategy. At the same time, a national-level framework must be established for managing and protecting data, which is central to AI security. This includes building a standardized governance system for data collection, storage, sharing, and utilization to ensure the safety and reliability of AI-based models. From a strategic perspective, efforts must focus on enhancing cybersecurity capabilities through the establishment of AI-powered threat detection systems, the formulation of AI ethics standards, and the reinforcement of public–private–military collaboration frameworks. On this foundation, it is critical to supplement existing strategies for military AI applications and to define clear technical standards and ethical guidelines.
