본 논문에서는 책임 있는 AI를 군사 영역에 도입하기 위한 국제적인 노력에 대해 조사하고 이를기반으로 한국군의 대응방안 및 발전 방향을 제시한다. 군사 영역의 AI 기술은 인간 생명의 존엄성과관련되어 있고 국가 간 전장 환경에서 활용되기 때문에 영향력이 매우 클 수밖에 없다. 그래서 군사영역의 AI 기술 도입에 따른 갈등과 쟁점의 예방이 필요한 것이고, 이를 위한 국제적 협의가 계속되고있다. 우리 군 입장에서는 국제적인 협의를 준수하면서도 AI 기술 개발에 제약이 되지 않도록 책임있는 AI에 관련된 정책들을 개발해야 한다. 본 논문에서는 이러한 연구목적을 달성하기 위해, 우선책임있는 AI와 관련된 국내외적 이슈와 쟁점을 정리하고, 지금까지 진행된 국제적 노력을 조사했다. 그리고 군사 영역 AI의 특성을 반영하고 한국군의 여건과 상황을 고려하여 국방 데이터 거버넌스, 법적 및 제도적 틀, 체계적인 AI 평가 메커니즘, 개방형 생태계 조성의 네 가지 전략을 제시하였다.
Abstract
In this paper, we survey international efforts to introduce responsible AI into the military domain and suggest the countermeasures and development direction of the Korean military based on these efforts. Since AI technology in the military domain is bound to have a huge impact because it is related to the dignity of human life and is utilized in battlefield environments between nations. Therefore, it is necessary to prevent conflicts and issues arising from the introduction of AI technology in the military domain, and international consultations are ongoing for this purpose. From the perspective of our military, we must develop policies related to responsible AI so that the development of AI technology is not restricted while complying with international consultations. In order to achieve this research purpose, this paper first summarizes domestic and international issues and issues related to responsible AI and investigates international efforts made to date. In addition, we present four strategies reflecting the characteristics of military AI and considering the conditions and circumstances of the Korean military: defense data governance, legal and institutional framework, systematic AI evaluation mechanism, and creation of an open ecosystem.
