국방 AI 전략 모색을 위한 군사용 AI 프레임워크 연구

초록

과학기술의 우위는 국가안보와 군사력에 매우 중요한 요소가 되었다. 초강대국들은 경쟁적으로 국가 및 국방 AI 전략을 수립하고 있으며, AI가 준비된 조직으로의 전환을 통해서 앞으로도 초강대국의 지위를 유지하고자 시도하고 있다. 본 연구에서는 한국이 취할 수 있는 전략적 방향으로 ‘신뢰를 기반으로 한 책임 있는 AI의 군사적 활용 시도’라는 의미에서 TRAI(Trust based Responsible Artificial Intelligence)를 제시하고, 이를 실행하기 위한 ‘군사용 AI 프레임워크’를 개발하고자 한다. 제시하는 군사용 AI 프레임워크는 먼저 대상으로서 AI의 개념에 대해 고찰하여 A3I(AI-enabled Autonomous Agent, AI 기반 자율 에이전트)로 정의하고, 기초 핵심기술 요소와 국방 핵심기술 요소(책임, 안전, 이해)로 구성된 군사용 AI를 제안하였다. 또한, 기획 및 계획의 레벨에서는 국방 AI 전략, 국방 AI 거버넌스, 국방 AI 생태계의 관계를 정립하고, 초기와 성숙기의 시기로 나누어 설명하였다. 개발된 군사용 AI 프레임워크는 국방 AI 전략을 모색하도록 지원할 것이다.

Abstract

Technological superiority has become critical for national security and military strength. The great powers competitively established their national and defense AI strategies and tried to keep their global superpower over the next decade by transforming into an 'AI Ready' organization. In this paper, 'Trust-based Responsible Artificial Intelligence (TRAI) is suggested as a strategic direction of the Republic of Korea in the domain of military. For TRAI, 'Military AI Framework' is developed by embracing defense AI strategy, defense AI governance, ecosystems as the planning and programming level, and military AI as the budgeting and execution level. AI is redefined as A3I(AI-enabled Autonomous Agent) with elements of basic core technology and defense core technology. The defense core technologies include responsibility, safety, and understanding(cooperation), and toolkits for their implementation are suggested. The military AI framework is designed to guide a defense AI strategy.
