망 중립성은 아시아에서보다는 서양에서 인터넷에 관한 정책 논쟁과 관련하여 자주 등장하는 용어이다. 망 중립성의“핵심”원칙은 ISP들이 트래픽을 차별적으로 조정하여서는 아니 된다는 것으로 정의가 잘 되어 있다. 그러나 모든 ISP들이 자사의 이용자에게 보다 나은 서비스를제공하기 위하여 트래픽을 관리하고 있다. 바로 이 부분이정의의 경계가 모호한 지점이다. 본고는 다음 두 가지 쟁점을 통해 망 중립성의 유용성을 검토하여 그 개념을 분석하였다. 첫 번째 쟁점은 사용자들을 장시간 온라인에 연결시켜주는 서비스에 관한 것이고, 두 번째 쟁점은 도메인명 등록기관들의 수직적 통합의 허용여부에 관한 것이다. 전자는 스마트폰 앱들이 대역폭을 많이 차지하기 때문에발생하는데 ISP들의 입장에서는 망 트래픽을 조정하는 것이 유리하다. 후자는 수직적 통합으로 인해 소규모 등록기관은 점점 더 어려워지는 반면 기존의 소수의 도메인명등록기관들의 규모는 더욱 확장되기 때문에 발생한다. 그러나 소규모 등록기관들은 그들의 생존을 위해 수직적 통합이 필요하다고 주장한다. 본 연구의 결과 망 중립성의정의를 논리적으로 확장하여 엄격하게 적용하는 것은 정책적 갈등을 해결하는데 별반 도움이 되지 못한다는 결론에 도달했다. 오히려, 소비자를 위한 경쟁이나 경제적 손해같은 개념도 사용될 필요가 있다. 따라서 망 중립성은일정 수준의 정책적 분석을 하는데 유용한 개념이다. 본고에서는 또한 망 중립성에 대한 싱가포르 IT 규제기관의실무적인 입장도 다루었다.
