Abstract

The aim of this study is to examine the validity of textbook authorization system for elementary Korean language textbook. To this end, Delphi surveys were conducted with 30 experts. The first Delphi survey consisted of questions related to the current common standards, the characteristics of Korean language education, and problems with the textbook authorization system. Based on the results of the first survey, the 2nd Delphi survey was organized mainly on the problems that could arise when the system was switched to the textbook authorization system, including the timing of the transition of the textbook publication system, and matters to be considered in relation to the selection and development of textbooks, and their solutions. As a result, it was confirmed that experts negatively perceived the role of the government publication system in relation to the autonomy and diversity of interpretation of the curriculum and educational neutrality. In addition, in relation to the competency development of the Korean language and the effectiveness of teaching and learning using various materials, the application of various and creative teaching and learning methods and evaluations, and the individualized evaluation of learners, the textbook authorization system develops better textbooks than the government publication system. In addition, experts say that if the system of textbook publication is switch to authorization system, it should be changed immediately from the next revised curriculum. However, despite the validity of such conversion, many experts pointed out problems related to the selection of textbooks at a school and over/underinterpretation of the curriculum may occur. As a solution, specific measures related to the provision of textbook guide (publicity) materials, curriculum explanatory materials, and development of publication standards and authorization standards were proposed.
