초등학교 국어 교과서 개발 시스템의 정교화 방안

이 글은 초등학교 국정 국어 교과서 개발 시스템을 점검해 보기 위한 것이다. 현재2015년 교육과정에 따른 교과서를 개발해야 하는 시점에 와 있다. 초등학교 1-2학년을 시작하여 연차적으로 개발하게 되어 있다. 이 시점에서 개발 시스템을 점검해 보고 좀 더나은 방향을 모색해 볼 필요가 있다. 개발 시스템 점검은 크게 두 가지 측면에서 접근해볼 수 있다. 하나는 개발 일정과 관련된 문제와 다른 하나는 개발 일정을 운영해 나가는과정의 문제로 나누어 볼 수 있다. 개발 일정과 관련된 문제로는 개발 일정의 촉박함과절차의 과도한 복잡성이 문제가 될 수 있다. 초등학교 국어 교과서는 국정이라는 특수한교과서 개발 시스템을 가지고 있는데, 자연 교육부 정책 기획자들은 여러 번의 심의와 검토가 교과서의 질과 정확성을 보장한다고 생각할 수 있다. 그러나 지나친 절차의 복잡성은 행정력의 낭비와 책임 소재 문제 등이 따른다. 절차의 간명화와 역할 분담이 필요하다. 개발 일정 운영과 관련해서는 국어 교과서 구분 문제, 교과서 개발 분량 문제, 예산사용과 관련된 문제, 실험학교 운영 문제 등을 개선할 필요가 있다. 이런 문제들은 국어교과의 특수성과 편찬진의 자율성 확보라는 전제 하에 합리적으로 조정되어야 할 것이다. 앞으로 좀더 나은 국어 교과서가 개발될 수 있으려면 그동안의 교과서 개발에 대한 연구물들을 충분히 섭렵하고 이를 적절히 반영할 수 있는 노력과 시간이 필요하다. 그리고 좀더 합리적으로 초등학교 국어 교과서 개발 시스템을 마련해야 할 것이다.
Abstract
Textbook is very important materials in teaching and learning contexts in the elementary school. Expecially These tendency is much powerful more elementary school than middle or high school. This thesis is to check Elementary school national Korean textbooks development system. Now we need to develop a textbook through 2015 curriculum in the elementary school. These textbook are developed at 2015 year, adopted 2016 year at grade 1-2 in the elementary school. Next year are adopted grade 3,4, and so next year are adopted grade 5,6 yearly. These textbook are development by government control systems. Only one korean textbook published by government systems. Korean textbook's Development Schedule is tight and overly complicated. Education ministry staff are looking forward to hearing and reviewing cycles to improve the quality of textbooks. But excessive procedures cause wasting of administrative power and accountability issues. It should be simplified the textbook development process. In the development schedule operation, there is a problem of the Korean textbooks separation, quantity of textbook, operation budget, laboratory school operating and so on. This problem should be solved in a reasonable. If we wish meet the textbooks of korean in the elementary school, We investigates the literatures about the development of textbooks. And these literatures be accepted in the korean textbooks in the elementary school. Also I wish the reasonable development systems of korean textbooks in the elementary.
