본 논문에서는 고령화와 경제성장 정체로 재정상 위기가 예상되는 현행 국민연금제의 문제점을 극복하고 나아가 장기적으로 바람직한 연금제도로 정립될 수 있는 적정 연금제도를 규명하고자 하였다. 이를 위해 소득분배와 위험관리 면에서 강점을 갖고 있는 부과식 제도와 경제성장 면에서 강점을 갖고 있는 적립식 제도를 고려하여 두 방식이 어떻게 배합되는 것이 적정한 것인지를 실증적 시뮬레이션을 통해 탐색하였다. 적정 연금제도의 기본 방향은 현행 부과식 연금 비중을 축소하고 그에 따라 적립식 연금 비중의 확대를 유인한다는 것이다. 또, 본고에서는 부과식 연금 비중을 축소하는 과정에서 나타날 수 있는 근로세대의 후생비용도 분석하였다. 특히 부과식 조세율 인하에 따라 민간 부문의 저축 증대가 충분히 이루어질 때 이전 단계의 후생비용도 최소화할 수 있다는 것을 밝히고, 이를 위해 본고에서는 정부가 부과식 조세율 인하를 적립연금인 퇴직연금으로의 전환과 연계시킬 것을 제안하였다.
Abstract
Public Pension Reform Toward A More Funded SystemJung-yoll YunThis paper outlines an optimal pension system that can overcome the difficulties associated with aging population and stagnant economic growth. Contrasting merits of pay-as-you-go system in terms of risk management and distributional equity with those of funded system in terms of economic growth, this paper analyzes both theoretically and empirically an optimal combination of funded and unfunded systems that can best balance out the two. In particular, by simulation based upon KLI panel data set, this paper argues that it will be better for us to reduce the portion of unfunded system from the current level, which can induce people to increase funded pensionfor themselves. It is also argued that the so-called transition costs associated with the change in pension system can be minimized if the government can succeed in inducing individuals to increase their savings significantly. In this respect this paper suggests linking the reduction in tax for unfunded pension with the conversion to corporate pension (from the existing retirement allowance system) as an effective way that can enhance funding in the private sector during the transition.
