본 연구는 민주성 개념을 중심으로 정부조직의 구조와 운영에 대한 정치학적 이해를 시도하였다. 이명박 정부를 중심으로 역대 정부와의 비교정치학적 맥락에서 접근하였다. 정부조직의 구성과 운영을 논의함에 있어서 행정과 정치는 분리되기 힘들다. 행정에서 가치로 삼는 능률성과 정치에서 가치로 삼는 민주성이 상호 배타적일수 없고 중첩되기 때문이다. 대의민주주의의 공고화를 위해 두 가지 가치 모두 강조되고 실현되어야 하는 목표이다. 두 가지 가치의 가장 이상적인 실현방안은 행정학적 접근과 정치학적 접근의 융합이다. 본 연구는 또한 정부조직의 바람직한 개편을 위해 몇 가지를 제언한다. 첫째, 정부조직의 ‘민주성’이 강조되어야 한다. 민주성이란 정부를 구성할 권한을 선거를 통해 위임한 국민의 이익이 정부의 조직과 행위의 목적에 반영되어야 한다는 것이다. 둘째, 민주성의 실현은 정부조직의 ‘정무기능’ 강화로 가능하다. 특임장관의 역할을 대통령이나 국무총리가 지정하는 사무에 한정할 것이 아니라 보다 자율적인 활동이 가능하도록 확대되어야 한다. 셋째, 당･정･청 협의가 활성화되어야한다. 넷째, 대통령 리더십의 강화이다. 정부조직을 구성하고 운영하는 가장 최종적인 정치적 책임자는 대통령이다. 외부 정치행위자와의 소통을 통한 낮은 자세의 리더십의 발휘가 필요하다.
Abstract
This paper provides a political approach to the study of central government organizations in Korea. The emphasis is placed on the concept of democracy in a comparative perspective with previous governments. This paper denies the politics-administration dichotomy, accepting the value of efficiency and democracy simultaneously for the consolidation of representative democracy. This paper also suggests a few ideas for the reorganization of central government. First, the concept of democracy should be always stressed. It means that public interests should be internalized into the goals and organizations of the central government. Second, the function of political affairs should be emphasized in order to accomplish democratic value. Third, the policy coordination between the governing party, central government, and the Presidential Office should be actively visualized. Fourth, the Presidential leadership is the most significant single factor which determines the function of central government. The President should be positive to communicate with ordinary citizens.
