본 연구는 기후변화대응정책 중 탄소배출권거래제의 도입과정을 정책네트워크와 정책옹호연합모형을 결합한 분석틀을 이용하여 시기별로 정책네트워크의 특성과 유형변화를 분석한 것이다. 「저탄소 녹색성장기본법」의 국회통과로 탄소배출권거래제도의 도입근거가 마련되기까지 친시장연합과 친환경연합간의 대립과 갈등이 지속되어 온 가운데, 역동적 외적요인이 정책네트워크에 영향을 미쳤으며, 특히 이명박 정부의 ‘저탄소 녹색성장’이라는 정책이념이 가장 큰 요인으로 나타났다. 또한, 시간적 흐름에 따라, 주요 정책행위자와 정책중개자, 신념체계, 상호작용, 연계구조 등의 특성이 변화하는 과정을 살펴보았다. 본 연구는 이러한 역동적인 정책형성과정을 분석하는데 있어서 한 가지 분석도구보다는 다양한 요인을 고려할 수 있는 종합적 분석틀이 유용함을 확인할 수 있었다.
Abstract
This study attempted to analyze both the characteristics and types of policy networks in the process of the introduction of emission trading system into Korea. For this purpose, this article employed an analysis method combining the policy network theory with the advocacy coalition framework(ACF), which, in addition, used some components from the reversals of fortune model and the policy stream model. The entire policy formation process of emission trading system has shown increasing and sharp conflicts between environment advocacy coalition and pro-market mechanism groups. This study found out the remarkable impact of environmental context on the policy network, among which, the presidential announcement of "low carbon, green growth" was most influential. As time passes, it was also witnessed that the policy network characteristics, such as policy actors and policy brokers, their interactions, belief system, relationship patterns and so on, have been changed. Finally, this study has an implication that the comprehensive analysis framework, rather than a single model, was more useful in analyzing a dynamic policy formation process like emission trading system.
