Abstract
The power plants will continue to expand for a stable supply of electricity, coping with its growing demand. Specifically, renewable energies and nuclear power plants are expected to increase the proportion due to their effective reduction in greenhouse gas emissions. Thus, this study attempts to quantify a relative value of hydro-electric generation, a representative renewable energy, and nuclear power generation in terms of public preference. To this end, contingent valuation (CV) method was employed, and a CV survey was conducted by faceto-face interviews with a random sample of 1,000 households across the country. 291 people, 29.1 percentage of total respondents, answered that they have zero additional willingness-to-pay (WTP). Analysis results without considering zero WTP can be either over- or under-evaluated. So a spike model was applied to dealing with an amount of zero WTP observations. The results show that the mean WTP for replacement of supplied electricity from hydro-electric generation for nuclear power generation is estimated to be about 67 Korean won per kWh. This information can be utilized in decision-makings or research related to the environmental value of power plants.
