원자력발전 온배수 이용에 대한 소비자 보상액 추정

원자력 에너지는 국내 전력공급에 많은 기여를 해왔다. 앞으로 원자력 발전으로 인해 발생하는 열에너지를 적절히 이용한다면 국가적으로 에너지 효율성을 더욱 높일 수 있는 여지가 있다. 그러나 원자력 사용의 편익에도 불구하고, 그에 따른 위험성으로 인해 소비자들의 부정적인 인식이 함께 존재한다. 따라서 소비자들의 수용성 여부는 원자력 에너지의 효율적인 이용에 결정적인 요인이 될 수 있다. 본 연구는 가정용 원전 온배수 이용에 대한 소비자들의 수용성 여부를 분석하고, 더 나아가 원전 온배수를 수용하기 위해서 소비자들이 어느 정도 보상을 받고자 하는지에 대해서 분석하였다. 고리 원전 주변의 320가구를 대상으로 원전 온배수에 대하여 설문조사한 결과 원전 온배수라는 단어에서 가장 먼저 떠오르는 느낌은 부정적이었다. 이와 더불어 1.5경계 양분선택 질문법을 통해 원전 온배수가 가정용 열원으로 쓰일 때 수용가들은 월평균 11,512 원 정도의 열요금 하락으로 보상받기를 원하며, 일시불로 보상받게 될 경우 약 218만 원 정도 되어야 만족할 것이라는 결론을 유추할 수 있었다.
Abstract
Nuclear energy has played important role to solve energy scarcity and environmental contamination in Korea. Nuclear energy can be more efficiently used if thermal effluents which cool down nuclear power plants and then flow into seas or rivers, are utilized as a source of heating in houses. However, when the skills related to nuclear are applied, public acceptance can be a significant factor. This study examined how people respond to the nuclear thermal effluents heating system, and how much they want to be compensated for the acceptance of the new heating system. The majority of the respondents have a bad feeling when they hear the nuclear thermal effluents heating. By one and one-half bound dichotomous choice model, the estimated average compensated amount to accept the new heating system is around 11,512 won per month.
