인구감소와 고령화가 가속화되면서 국내 지방 도시들을 중심으로 지역소멸의 위기가 대두되고 있다. 지역 위기는 해당 지역의 기업생태계와 밀접하게 연결되어 있는데, 이는 지역별 기업생태계 악화가 고용인력과 생산인력의 감소로 이어지기 때문이다. 각 지자체는 지역별 위기를 모니터링하기 위해 거시적 관점에서의 인구 증감, 고용 증감, 폐업 및 창업률 등과 같은 지표들을 살펴보고 있으나, 데이터에 기반한 미시적 관점에서의 기업생태계 모니터링은 아직 이루어지지 않고 있다. 이에 기업 미시 데이터를 활용하여 지역의 비즈니스혁신생태계를 모니터링 할 수 있는 모형을 구축하고, 개발된 모형에 기반하여 경상남도 18개 지자체의 비즈니스 혁신생태계를 살펴보았다. 우선, 모형 구축을 위해 기업의 건전성 측정지표로서 총 7개 지표(지불 능력, 유동성, 총자산 증가율, 총자산 대비 운전자본, 총자산 대비 사내유보금, 총자산 대비 영업이익, 총자산 대비 총수입), 기업 혁신성 측정을 위해서는 3개 지표(R&D 투자액, R&D 집약도, 특허 및 지식재산권 수)를 중심으로 비즈니스 혁신생태계 분석 모형을 구축하였다. 구축한 모형에 기반하여 고용위기지역이 밀집되어 있는 경남지역을 중심으로 총 813,423개 기업 정보를 활용하여 지자체별 비즈니스 혁신생태계 진단과 분석을 하였다. 경남지역의 18개 지자체를 대상으로 기업건전성과 기업혁신성을 두 축으로 살펴본 결과, 각 지역별 비즈니스혁신생태계가 차별적으로 나타남을 확인할 수 있었다. 이러한 연구결과를 바탕으로 지역별 비즈니스혁신생태계 측정을 한 데이터 구축, 미시적 관점에서의 모니터링 체계 마련, 지자체 및 시군구 분석을 통해 해당 지역에 적용 가능한 맞춤형 지역 정책 수립이 이루어질 필요가 있음을 정책적 시사점으로 제시하고자 한다.
Abstract
As the population decline and aging accelerate, the crisis of regional extinction is emerging mainly in local cities in Korea. The regional crisis is closely connected to the corporate ecosystem in the region, because the deterioration of the corporate ecosystem leads to a decrease in employment and working age population. Fom a macro perspective, local governments are looking at indicators such as population increase and decrease, employment increase and decrease, entry and exit rate of firms to monitor regional crises, but corporate ecosystem monitoring from a micro perspective has not been conducted yet. The purpose of this paper is to suggest a model in order to to monitor the business innovation ecosystem of local companies using corporate micro data. First of all, a business innovation ecosystem analysis model was established based on 7 indicators for firms’ financial health (payment capability, liquidity, total asset growth rate, working capital to total assets, in-house reserves, operating profit to total assets, and total income to total assets) and 3 indicators for firms’ innovation capacity (R&D investment, R&D intensity, patents and intellectual property). Based on the established model, a total of 813,423 corporate information was used to diagnose and analyze the business innovation ecosystem for each local government, focusing on the Gyeongnam area where employment crisis areas are concentrated. According to the analysis results, both corporate helathness and innovation capacity fall short of the average in the metropolitan area as traditional major industries are in crisis in Gyeongnam compared to the metropolitan area. In conclusion, it is necessary to establish dataset to measure the regional business innovation ecosystem, prepare a micro perspective monitoring system, and establish customized regional policies suitable for the region through analysis of local governments and cities.
