대구지역의 산업혁신생태계 분석과 정책적 시사점: 전통(섬유), 주력(자동차·기계), 신성장(의료·로봇)산업 비교분석

본 연구에서는 산업혁신생태계에 대한 분석모델을 적용하여 지역의 현황과 문제점을 전통, 주력 및 신성장산업 간 비교분석하여 생태계 활성화를 위한 정책적 시사점을 도출하고자 하였다. 이를 위해서 ’16년~’19년간 대구시 연구개발사업 조사·성과분석, 지역 소재 805개사를 대상으로 한 설문조사, 광업·제조업 조사 등을 활용하였다. 주요 분석결과는 다음과 같다. 첫째, 지역 전통 및 주력산업은 1999년부터 시작한 중앙정부 주도의 지역산업육성사업을 통해 전반적인 산업클러스터 환경은 우수하나, 위협적인 산업의 불확실성으로 기술혁신수준과 기술 경쟁력 수준이 낮고 산업생태계의 건강성도 취약한 것으로 나타났다. 둘째, 지역 신성장산업은 최근 전략적인 투자와 실질적인 성과 등을 통해 전통 및 주력산업에 대비 기술혁신에 대한 의지와 수준 및 핵심기술 경쟁력이 높은 수준이었다. 셋째, 지역 제조업의 성장세 둔화에도 불구하고 신성장산업의 성장률은 전국 평균보다 높은 수준이지만, 지역내 비중은 다소 낮은 수준이었다. 상기 분석결과를 통해 3가지 정책적 시사점을 도출할 수 있었다. 첫째, 중앙 및 지방정부의 지속적인 산업혁신생태계 구축을 위한 지원 정책 및 프로그램 발굴이 필요하다. 둘째, 변화와 혁신을 추구, 새로운 가치 창출, 산업내․산업간 혁신 확산 및 경제 활성화에 기여할 수 있는 기술기반창업 특히, 신성장산업 분야 활성화를 통해 산업혁신생태계 기반을 강화하는 것이다. 셋째, 산업혁신생태계 고도화를 위해 공공․민간 R&D 활동의 전과정을 지원하는 고부가가치 전문서비스업인 연구산업의 활성화를 추진해야 할 시점으로 판단된다.
Abstract
The purpose of this study is to derive policy implications for revitalizing the industrial innovation ecosystem of Daegu by applying an analysis model to the ecosystem of three types of industries. Thus, we used the survey and analysis for the regional R&D projects of Daegu, 805 firms located in the region, and the report on mining and manufacturing survey in KOSIS. The main analysis results are as follows. First, the overall industrial cluster environment in traditional and leading industries were well established through regional industry promotion projects started in 1999. But, we found that the level of technological innovation and technological competitiveness was low due to the threatening uncertainty industry, and the health of the industrial ecosystem was also weak. Second, the new growth industry in the region has recently achieved strategic investment and practical outcome, and thus has higher will and competency for technological innovation and competitiveness of core technology compared to traditional and main industries. Third, despite the slowing growth of the regional manufacturing industry, the growth rate of new growth industry was higher than the national average, but the regional share of the industry is still low. Also, we derived three policy implications through the above analysis results. First of all, it is necessary to promote support policies and programs for the establishment of a sustainable industrial innovation ecosystem by central and local governments. And, we need to strengthen the foundation of the industrial innovation ecosystem by revitalizing technology-based start-ups especially in the new growth industry. Finally, for the advancement of the industrial innovation ecosystem, it is time to promote the R&D industry, a high value-added professional service industry that supports the entire process of public and private R&D activities.
