2018년 이후 전통산업이 침체를 겪고 있는 일부 지역을 중심으로 해당 지역이 고용위기지역으로 지정되는 등 다양한 지역 발 문제가 발생하고 있다. 문재인 정부는 이러한 지역발 문제를 해결하기 위한 다양한 정책들을 펼치고 있는데, 이미 심각한 문제가 발생한 상황에서의 처방은 문제 극복에 상당한 시간이 소요될 뿐만 아니라 단기적 처방에 지나지 않아 진정한 지역균형발전을 달성하기 위한 진정한 해결책이 되기 어렵다. 이를 해결하기 위해서는 지역의 문제를 선제적으로 진단하고 파악하려는 노력이 필요한데, 지역 경제(특히 기업)가 처한 상황은 데이터 기반 분석을 통해 어느 정도 선제적 대응이 가능한 영역이라고 볼 수 있다. 본 연구에서는 이러한 연구질문을 가지고 지역 기업의 비즈니스생태계를 측정하는 모형을 구축하고, 구축된 모형이 지역 기업의 위기를 선제적으로 파악할 수 있는가에 대해서 살펴보고자 한다. 특히, 데이터 기반으로 구축된 모형을 통해 현재 고용위기지역으로 지정된 지역들에 적용해보고 본 연구에서 제안하는 모형이 정책적으로 활용 가능한가에 대해서도 검토해보고자 한다. 분석 결과를 살펴보면 본 연구에서 구축된 모형은 지역 기업의 위기를 판단할 수 있는 유의미한 모형이 될 수 있음을 확인할 수 있다. 특히, 고용위기지역의 경우 위기지역으로 지정되기 이전부터 비즈니스생태계가 지속적으로 악화되는 것을 확인할 수 있었는데, 이는 본 연구에서 제안하는 모형이 지역 경제의 위기를 선제적으로 파악할 수 있는 경고등의 역할을 할 수 있음을 보여주는 결과이다.
Abstract
Recently, various regional problems have occurred in the area where traditional industries are suffering from a slump. The government is implementing a variety of policies to resolve these regional problems. However, these prescriptions take not only a considerable amount of time to overcome the problems, but also they are only short-term prescriptions. In order to solve this problem, some efforts are needed to proactively diagnose and identify regional problems. Especially, the situation facing the local economy can be seen as an area where some preemptive response can be made through data-based analysis. On the Basis of these research questions, we struggle to make a model that measures the business ecosystem of local enterprises, and to examine whether the model can proactively identify local enterprise crises. As the results of the analysis, it can be seen that the model built in this study can be a significant model for proactively identifying the local enterprise's crisis. In particular, it can be seen the business ecosystem of some employment crisis regions continued to deteriorate even before it was designated as a crisis region. This means that the model proposed in this study could serve as a warning indicator to preemptively identify regional economic crises. Based on these results , this study seeks to present various policy implications with respect to region business ecosystem.
