Abstract
Development project and the construction of Tumandok community: The case on the struggle against Jalaur dam construction in the Philippines Tumandok as an ethnic group in Iloilo, Philippines has been recognized in Korea after Korea funded dam construction cause adverse impact on indigenous community. However, the Tumandok has no clear identity as an ethnic group to represent their opposition against the project. How has this group consolidate and construct the ethnic identity in the process of their struggle? How is this struggle related with previous resistance against the central government? Even though there are dispute over identity construction, the case show that the experience of struggle formed the stronger and bigger unity as new ethnic group. The land grabbing issues over communal land made the community a battlefield with central government. The case show the necessity that the funding agency should know the historical and political context of community where the development project is implemented
