초록

The purpose of this study is to examine the process of Karen among the hill tribes becoming indigenous peoples. At this time, the indigenous peoples mean having the characteristic of having subjectivity. To this end, attention was paid to ① international influences that served as a foundation for minority ethnic groups to become indigenious, and ② the process by which they developed into indigenous peoples’ consciousness. Therefore, this study specifically looked at the relationship between the Karen people's claim to rights and their international influence, and paid attention to the negotiation process with the Thai government through their indigenous movement. Accordingly, in January 2020, the researcher attended the 'Meeting on the Establishment of Upkan National Park' held in Karen village in ChiangMai, Thailand, and observed the process of negotiations between the Karen people and the Thai government. The government tried to develop the forest where the Karen live as a national park, but they objected to the designation of their forest as a national park. In the way the Karen people strongly demanded their rights from the government officials, their independent appearance could be found. Therefore, this study ultimately tried to discuss the process by which ethnic minorities living in the alpine region in Thailand are not integrated under the name of 'hill tribe' and establish their identity as 'becoming indigenous peoples' with subjectivity.
