Abstract
This article analyzes the nature and meaning of conflicts among the villagers, which have occurred in Myanmar rural village since the Saemaul ODA project was implemented. Previous studies on the development, assume that the power relations at the development field is simple and of one origin. As a result, these studies interpret the conflicts only as a competition between the main actors, and they could not explain why the rest of villagers, who do not share the direct interests with the main actors, are involved in the main actor’s politics. In contrast, this paper shows that there are ‘two different origins of power’, functioning in the development project site: one from donor country’s development agency and the other from the state of recipient country. This article examines the way in which social relationship has been built in a village as a community, where the power of state has been working for a long time. And the author argues that the social conflict, which was caused by a new external power during the process of development project, is deeply related with justice of distribution.
