본 논문은 2010년 영국총선에서의 집권을 위해 보수당이 추진했던 유럽회의주의 성향의 외교정책을 분석하고, 총선 이후 전개된 상황에 대해서 살펴보는 지역학 연구논문이다. 선거 전략과 관련된 주제이므로 여론조사, 공약, 언론보도 등이 주요 1차 사료로 활용된다. 2010년 이전 상황에 대해서는 우선 유럽통합에 대한 영국인들의 반감에 대해서 기존연구의 소개를 통하여 알아보고, 보수당이 이러한 정서를 선거 전략으로 적극적으로 이용하게 된 과정을 분석하며, 마지막으로 데이비드 카메론의 ‘본국송환’ 정책을 중심으로 보수당이 추구하는 유럽회의주의 정책의 내용에 대해서 살펴본다. 2010년 이후 상황에 대해서는 ‘과반수 없는 의회’에 이은 연립내각의 구성이 영국과 유럽연합의 관계에 미칠 영향에 대해 분석 및 전망한다.
Abstract
This article analyzes the Euro-sceptical foreign policy of the British Conservative Party and its effect before and after the 2010 General Election. As this topic is closely connected to the electoral strategies of major political parties, the main primary sources are taken from opinion polls, manifestos, and newspaper articles. First, anti-EU sentiments of Britons are explained, mainly through critical assessments of the existing research on the topic. Second, the reason why the Conservatives had to rely on the euro-sceptical foreign policy for electoral success is analysed. Third, this article looks into David Cameron’s resolve to “repatriate” the powers transferred to the European Union. Finally, the political effect of the Coalition Government on the foreign policy of David Cameron toward the EU is examined.
