Abstract
This article explores the initiative and progress of the Colonial Development and Welfare Acts of the British Empire. Historically, the Colonial Office of the British Empire was the very first agency which started the state-led overseas development for different regions or countries in the world. The Parliament passed ‘the Colonial Development Act’ in 1929, which legitimated for spending British taxpayers’ money on development of colonial societies. It brought out a big change of British imperial policies. With the outbreak of the Second World War, ‘the Colonial Development and Welfare Act’ was passed in 1940, putting the ‘welfare’ and ‘development’ together in colonial policies. As a part of Britain’s postwar recovery projects, the Act was updated in 1945, allowing the huge amount of budget for colonial developments, and particularly focusing on Africa. However, this ‘top-down’ development projects have been widely criticized by historians because there were little understanding of colonial reality or no significant economic growth. More importantly, the colonial development was planned to serving for Britain’s own financial and imperial purposes rather than colonial people’s needs. This research pays attention to one agenda for developing colonial universities planned by the 1945 Colonial Development and Welfare Act, which has been largely neglected by previous researchers. With this new university project, Britain exported its educational and cultural influence as soft power to overseas territories and then contributed to on-going networks between university institutions in Britain and the Commonwealth countries. Therefore, this paper argues that the Colonial Development and Welfare programs functioned as Britain’s the ‘Last Card’ for governing its declining empire, which worked out for shaping the Commonwealth association after the end of empire. In doing so, this articles will gives new insight into understanding a historical origin of Western-led international development in the current world.
