Abstract
This paper examines the emergence, development, and characteristics of British Neo-Malthusianism within the framework of Malthusian population theory and public discourse, focusing on the Malthusian League. In particular, it explores the ideology and activities of the Malthusian League, focusing on the relationship between Neo-Malthusianism and secularism. While many Britons viewed birth control negatively from a moral and Christian perspective, secularists supported it and worked hard to disseminate Neo-Malthusian ideas. The Malthusian League, founded in July 1877, was the culmination of these efforts. The Malthusian League disseminated Neo-Malthusian ideas nationwide through various methods, including lectures, public debates, newspapers, pamphlets, and flyers. The Neo-Malthusian journal, The Malthusian, functioned as a positive and innovative medium for delivering information on population, poverty, birth control, and women’s roles and happiness to the public, thereby serving as an important agent for changing public perceptions. Recognizing public hostility toward secularism's radical elements, such as atheism, Neo-Malthusians eventually chose an independent approach focused on birth control, population issues, and general welfare. Additionally, the Knowlton trial reaffirmed the medical community’s negative view of birth control. In response, the Malthusian League disrupted the solid landscape of the medical establishment, persuasively advocating for the scientific and efficient aspects of birth control, thus opening new horizons for the Neo-Malthusian movement. Neo-Malthusianism can be understood in close connection with secularism, which championed freedom of the press, and the advancement of women’s and workers’ rights.
