지방자치단체의 전략적 도시경영에 의한 재정자립도 활성화 방안 : 도시축소시대의 일본 입지적정화계획과 취락지구 정비사례를 중심으로

인구감소와 대도시 인구구조의 변화로 나타나는 지역경제수준의 악화가 장기적으로는 다양한 도시축소의 형태로 나타나 경제･인구･도시간의 악순환의 고리를 형성하게 된다. 우리나라의 인구, 도시확산지수, GRDP의 연계관계 분석 결과, 인구 추세선이 도시확산지수 추세선보다 낮으면 GRDP는 하락 추세선을 나타내고, 인구 추세선이 더 높다가도 도시확산지수 추세선과 교차하거나 교차 후 인구 추세선이 더 낮은 상태가 지속되는 지역에서는 GRDP가 하락세로 전환되는 것으로 나타났다. GRDP의 하락세가 도시축소로 이어지지 않도록 지자체는 전략적 도시경영으로 재정자립도 활성화를 도모하여야 한다. 일본의 입지적정화계획 책정도시에서는 재정부담률 상승폭 완화효과가 나타났으며, 입지적정화계획의 실효성을 높이기 위한 지자체의 역할로 유도구역의 설정과 연동한 기존 개발허가제도의 개선, 소규모 지역거점의 용도 균형을 위한 통합적 검토, 거주조정지역의 지정, 지역재생토지이용계획의 제도화 등을 제안하였다.
Abstract
The deterioration of Regional Economic Status caused by population reduction and aging will result in the form of various Urban Shrinkage in the long term, forming a vicious circle between the economy, population, and cities. Analysis of the link between population, Urban Expansion Intensity, and GRDP to diagnose Urban Shrinkage in Korea shows that if the population trend line(PTL) is lower than the Urban Expansion Intensity trend line(UEITL), the GRDP trend line(GTL) is downturn, Even if the PTL was higher, GRDP in the area has decreased where the PTL becomes lower after two trend lines intersect. The continued decline of the GRDP will lead to Urban Shrinkage, and efforts by Strategic Management of Local Governments should be made to turn the tide so that the PTL intersects with the UEITL. The increase in the rate of the financial burden is reduced in cities that implement the readjustment of residential and infrastructure by Japan's Location Optimization Plan. To enhance the effectiveness of the Location Optimization Plan, improving the existing development permit system linked to the designation of residence instruction area, an integrated review of land-use regulation guidance measures in small-scale strongholds, establishing a residential adjustment zone, to facilitate the institutionalization of land-use planning for regional regeneration was proposed.
