이 연구의 목적은 국회회의록에 대한 내용분석을 통해 우리나라의 일-가족 양립 정책이 골격을 갖춘 2000년에서 2006년까지 입법과정에서 나타난 일-가족양립 문제의 프레임을 분석하는 것이다. 이 연구의 주요 결과는 첫째, 입법과정에서 일-가족 양립 문제의 프레임 전반에서 발견되는 두 개의 중심 아이디어이자 정책목적은 국가경쟁력 저하(강화)와저출산 고령화 위기(극복)로 집락화 되며, 이 목적을 위해 여성인력 활용을 핵심으로 한다는 점이다. 둘째, 일-가족 양립 문제에 관한 프레임의 핵심 내용인 여성인력활용의 여러 방안들은 주로 여성을 정책대상으로 하는 일자리정책, 휴가정책등이며, 남성의 성역할 변화와 가족 내 돌봄 책임에 대한 공유를 위한 적극적인정책을 결여하고 있다. 셋째, 여성인력활용 방안들은 불균등한 정책수준과 일관되지 않은 정책 담론으로 조직되어 있지만, 일-가족 양립 문제의 프레임에는 노동자이자 돌봄 책임자로서 여성의 이중 역할에 대한 전제가 관통하고 있다. 결론적으로 이 연구는 한국의 일-가족 양립 문제의 프레임은 성별화(gendered)되어 있음을 보여준다.
Abstract
This study aims to examine the frame of work and family balance issue in policy making process from 2000 to 2006, a period when the major elements of the current work-family balance policies have been instituted, using content analysis of the records of the Korean National Assembly. This study finds that the main ideas framing work-family balance issue in the National Assembly were generally classified into two packages: enforcement of national competitiveness and crisis of low birth rate and aging. The subject of work-family balance policies was limited to women. Alternatives for using women as the reserved army are limited to specifically women's jobs and leave policies and lack active policies to change traditional gender role and share care responsibility in the family. The study shows that the frame of work and family balance issue is based on the assumption that women is regarded as both a secondary wage earner in the labor market and primary care giver in the family. In conclusion, this study argues that the frame of work and family balance issue in Korea has been gendered.
