Abstract

The concept of “work-life balance” (WLB) was introduced in Korea about two decades ago. While the stated goal of WLB is to enhance the quality of life for all workers, policies in Korea have often been implemented in response to demographic concerns, such as low birth rates and an aging population. As a result, WLB has been employed to draw women into the workforce as both caregivers and breadwinners, structurally shifting the responsibilities for care and reproduction onto women. Over the past two decades, significant changes in Korea’s economic and social landscape, along with evolving societal values, have revealed the limitations of a WLB framework that remains centered on married women and childcare. This article examines the development of work-family reconciliation policies in Korea and argues for the growing need to move beyond the current gendered approach. Furthermore, it identifies key shortcomings of Korea’s WLB approaches, including the reduction of WLB to work-family reconciliation under the influence of patriarchal capitalism, the “normal family” ideology, disproportionate burden of family care on women, the familization of care, and persistent gender inequality embedded in WLB. The study concludes with suggestions for advancing future conversations on WLB.
