Abstract
The concept, "cultured" has frequently been used not only during the Soviet era but also long after its disintegration, even in independent republics from the Russian federation as an important tool to evaluate everyday behaviors, domestic and public facilities, the quality of products, etc. This paper explores the changed and extensive meanings of the concept "culture" and "cultured", and argues that the concept has played a significant role in constituting a hierarchical order among the Soviet population. Urbanization and urban planning in the USSR was a process in which the hierarchical order has been materialized as the cultured city and backward countryside. Even though the Soviet regime's policy was to guarantee all nationalities' autonomy and equal rights, it was not differentiated from the imperial Russia in terms of viewing ethnic minorities as "backward" and "stagnant." The case of Tashekent, the capitol of Uzbekistan, on which this paper is focused, shows that the creation of the "cultured" citizens, the Soviet regime's self-appointed task has ended up with the unsatisfactory and indecent urban spaces. In oder to characterize the uniqueness of Soviet "culture" and the city, Yuri Lotman's discussion of culture is transformed and used in this paper.
