본 논문의 목적은 정치기업가(political entrepreneur) 개념을 사용하여, 하시모토 토루(橋下徹)의 리더십의 특징을 설명함에 있다. 정치기업가는 사회구조적환경의 흐름을 파악하고, 문제에 대한 처방을 제시하며, 이를 통해 대중적 지지를확보한다. 하시모토의 등장은 일본의 경제 침체, 중앙 정치에 대한 신뢰감 저하,오사카 지역의 급속한 쇠퇴 및 지역격차의 확대를 배경으로 한다. 정치개혁 방향및 대중적 지지확보 전략에서 하시모토는 기존의 일본 정치리더들과 차별성을 보인다. 첫째, 하시모토의 개혁은 중앙에서 지방이 아닌 지방에서 중앙으로의 방향성을 가진다. 하시모토는 일본의 위기에 대한 처방으로서 오사카도 구상 및 공무원 제도개혁, 경쟁중시 교육개혁 등을 제시하고, 이를 실현하기 위해 지역정당 오사카 유신회를 모태로 중앙정치로 진출하고 있다. 둘째, 적극적인 정보공개, 미디어를 통한 탈세대적 대중소통방식을 통해 보편적 지지층을 확대하고 있다. 하시모토를 정치기업가로서 분석하는 것이 유의미한 이유는 하시모토가 일본의 문제와이에 대한 대응책을 일관되게 제시하고, 이를 실현하기 위한 지지 확보에 승부수를 두고 있기 때문이다. 한편, 하시모토는 일본의 미래상에 대한 명확한 비전을 결여한 채, 정치적 지지를 확보하기 위한 일시적 방편으로 일본의 대외관계를 다루고 있다. 중앙정치 진출 후, 하시모토의 대외관계 구상은 그가 어떤 세력과 연대하는가, 여론이 어떻게 형성되는가에 따라 달라질 것이다.
Abstract
This study aims to explain the characteristics of Hashimoto Toru’s leadership by using the concept of "political entrepreneur." A political entrepreneur identifies and comprehends the flow of social structural environments, provides prescription for problems, and thereby ensures public support. Hashimoto made his appearance amongst Japan's economic downturn, the loss of public trust in central politics, the rapid decaying of the Osaka region, and the growth of regional disparities. Hashimoto is different from other Japanese politicians in his direction for political reform and strategy for securing public support. Firstly, the direction of Hashimoto's reforms is not from ‘central to local’ but rather ‘local to central.’ To provide a solution for Japan's crisis, Hashimoto suggested the Osaka Metropolis Plan, the Civil Service Reform, and an educational reform. Also to achieve this, he established the local party, Osaka Restoration Association, to make an inroad into central politics. Secondly, he continues to extend his public support by proactive disclosure of information and communication with the public, encompassing generations through the media. Analyzing Hashimoto as a political entrepreneur is meaningful because he proposes consistent policies in light of Japan’s crisis and ensures public support through the realization of these policies. While Hasimoto lacks a clear vision for the future of Japan, he deals with Japan's foreign relations simply as a temporary expedient to secure political support. After entering into central politics, Hashimoto's foreign relations initiatives will vary depending on which force he bands with and how public opinion is formed.
