본 연구의 목적은 일본 유신회(日本維新の会)에 대한 분석을 통해 일본 포퓰리스트 극우정당의 약진과 한계를 분석하는 데 있다. 특히 일본 유신회 분석을 위해 하시모토 도루(橋下徹)라는 개인 정치인을 면면히 살펴보고자 한다. 하시모토는 일본 유신회의 창당 및 약진 그리고 해산과정의 중심에 있는 인물이기 때문이다. 일본 유신회가 부상할 수 있었던 이유는 기성 정치 및 정당에 대한 불신 속에 새로운 정치세력에 대한 유권자들의 갈망과, 지방정치인으로서 가시적인 개혁성과를 보인 하시모토의 리더십에 대한 기대와 함께, 오사카라는 탄탄한 정치적 지역기반이 존재하였기 때문이다. 하지만 기성 정치에 대한 불만을 잠재운 것은 하시모토의 새로운 비전의 정치적 리더십이 아니라 포용적 포퓰리스트 리더십이었다. 포퓰리스트 리더 전략은 자신의 정치적 지지기반을 확대할 수 있는 장점과 지지기반을 급속히 상실할 수 있는 단점을 동시에 가진다. 결국 하시모토 개인의 지지급락은 일본 유신회의 지지철회로 이어졌다. 개인의 인기를 기반으로 한 정당의 1인 통치 지배구조는 정당정치의 한계를 유도할 수밖에 없다.
Abstract
The purpose of this article is to analyze the rise and decline of the populist extreme right-wing party in Japan through the analysis of the ‘Japan Restoration Party(日本維新の会)’. This article pays particular attention to the politician, Hashimoto Toru for the analysis of the Japan Restoration Party who was the leading figure of the party as the founder but also the responsible for the rise and dissolution of the party. The rise of the Japan Restoration Party may be attributed to the fact that the voters had a longing for new political power from the distrust of the established parties, along with rising hope for the leadership of Hashimoto who showed tangible results in reform measures as a local politician from Osaka with a solid political base. However, Hashimoto's political leadership was not a new political leadership with new vision but an inclusive populist leadership. Populist leadership strategy has the advantage of expanding its political support base but on the contrary it has the disadvantage of rapidly losing support base at the same time. The decline of Hashimoto's popularity contributed to the descent of the Japan Restoration Party. A party of one-man power structure based on the popularity of a single candidate is bound to reveal limits of party politics.
