The changing relations between central and local governments in functional and fiscal allocation of social welfare and health administration

Abstract
This study analyzes provincial data on the contents and characteristics of social welfare and health services and national subsidy for searching the relations between central and local governments focused on functional and fiscal allocation. It is identified that the relations between central and local governments transform the overlapped model in functional allocation due to many joint services rather than mandatory services but remains the agency model in fiscal allocation by local governments to implement the national subsidy works. The horizontal cooperative model in the intergovernmental relations might be developed by the decrement of simple overlapped services except the necessary services for the cooperation between central and local governments and by the upward to readjustment of national subsidy rates and extension of the fiscal settled system. Also, the participation of local governments should be encouraged in the new policy-making process.
