시군통합정책의 합리성과 숨겨진 정책의도

초록

본 연구의 목적은 지난 2005년부터 중앙정부와 정치권이 추진했던 시군통합정책의 합리성에 대한 분석을 통해 공식적 정책 목표 뒤에 숨겨진 정책의도의 존재여부를 규명하는 것이다. 연구자는 분석을 통해 시군통합정책이 내용적 합리성은 물론 절차적 합리성 측면에서도 미흡한 미성숙한 정책이었음을 지적한다. 그리고 그 이유는 정책추진세력인 중앙정부와 정치권 내부에서 조차 충분한 준비와 심도 있는 검토가 없었고 이해관계가 조율되지 않은 채 소수 정치엘리트들의 선택적 이익을 위해 급하게 추진되었기 때문임을 주장한다. 이러한 분석결과는 시군통합정책도 그 동안의 지방자치 개혁정책과 같이 대외적으로 표명된 공식적 목표 이면에 정책주도세력의 특수 이익이 배태되어 있다는 지방자치 개혁에 관한 기존의 주장을 확인하는 것이다. 본 연구는 그동안 시군통합의 행·재정적 효과에만 집중되었던 분석의 시각을 확장했다는 점에서 의의가 있다.

Abstract

The purpose of this paper is to disclose the existence of hidden interests embedded in the city-county consolidation policy that the central government and a handful of political leaders have pushed ahead since 2005 as a measure for reforming local self-government system in Korea. By examining the rationality of the stated policy, the paper indicates that the policy was problematic and irrational in terms of both substantial and procedural aspects. The policy measures not only were contradictory to the results of empirical researches on that issue, but were logically inconsistent to the expected and promulgated goals of the policy itself. Also political analysis shows that the policy measures were hurriedly composed without deliberation among the leaders of both the central government ministry and the national assembly so that they were to bring about irregularities in intergovernmental management system. This paper argues that the reason for the implementation of the controversial consolidation policy lies in the hidden interests of top political elites. Analysis of this paper confirms the conventional argument once again that the reform initiatives regarding local self-government system have kept special interests of small number of political elites which are covered by the official goal of the policy.
