살기 좋은 지역 평가를 위한 지표와 방법 고찰-지표정립과 주관·객관적 평가의 결합을 중심으로-

지역 발전과 삶의 질에 대한 연구의 중요성이 커지고 있다. 본 연구는 다음의 세 가지 목적을 위해 시도된다. 첫째, 살기 좋은 지역의 측정 지표에 관한 선행연구를 검토하고, 둘째 한국에 적합한 살기 좋은 지역 측정 지표를 개발하며, 셋째, 측정에 관련된 방법론적 쟁점을 검토하고, 이에 대처할 방안을 도출하기 위함이다. 우선, 선행연구 검토를 통해 의료서비스, 상권, 취업 기회, 교통, 지역 분위기, 이웃 관계, 치안, 재해로부터의 안전, 자연경관, 환경오염 정도, 여가 시설, 교육 등 12가지의 지표를 도출하였다. 이들 지표는 요인분석을 통하여 공동체 및 생태 요인과 생활편의 시설, 안전환경, 경제 및 교통환경 요인 등 네 영역으로 분류되었다. 이 지표들을 활용하여 본 연구는 전국민 대상 설문조사를 실시하였다. 조사 결과, 한국인들의 살기 좋은 지역에 대한 인식은 도시지역, 특히 수도권 지향으로 형성되어 있다. 이런 선호는 주관적 평가방법을 사용하여 측정할 때 주로 나타난다. 향후에는 객관적 평가 방법과 주관적 평가간의 방법론적 삼각화가 필요하다.
Abstract
There is an increasing demand for researches on the quality of life and a new paradigm of regional development. This study has three purposes: to review the existing researches on the evaluation of the livable city(ELC) to develop suitable indicators for the ELC in Korea; and to examine methodological issues in ELC. Twelve indicators were drawn from the review of the existing researches. These include medical service, economic factors, employment opportunity, transport, local atmosphere, neighbour relationship, safety, disaster, natural beauty, environmental pollution, leisure facilities, education. A factor analysis categorized these into four groups: community and ecological factors, living environment, safety factors, economic factors. Using these indicators, this study implemented a nationwide questionnaire survey. The result shows that Korean people preferred urban areas to rural areas. There appears a Halo effect in the subjective evaluation. A methodological triangulation is needed between objective and subjective methods.
