주민참여예산제가 점차 자리를 잡아가면서 다양한 비판과 개선 논의가 이뤄지고 있다. 이 글은 은평구 주민참여예산제도 운영을 중심으로 주민참여예산위원과 공무원을 대상으로 한 설문조사와 FGI를통해 그간의 성과와 한계, 그리고 대안을 모색하고자 하였다. 특히 주민이 폭넓게 참여하면서도 충분한논의를 통해 의견을 모아가는 숙의민주주의 방식을 결합시킬 필요성을 제기하고 몇 가지 제도 개선 방안을 제시한다. 설문조사와 FGI를 통해 포착할 수 있었던 인식은 주민참여예산제도의 ‘참여’가 형식적인 개방에 머무르지 않고 실질적인 참여를 보장하는 것이어야 한다는 점이었다. 이는 ‘예산’ 자체보다참여 기회의 보장이라는 직접민주주의 제도로서의 의미가 더 크다는 인식이라고 할 수 있는 바, 참여의의의를 제고할 수 있는 숙의민주주의의 접목이 필요함을 보여주는 것이다. 숙의과정은 주민참여예산제도의 운영을 내실화 할 뿐만 아니라 사업의 질을 제고하여 공공성을 확보하는 데도 기여할 수 있을 것으로 기대된다.
Abstract
There have been diverse critics and discussion for improvement alternatives on participatory budgeting with its settling down. The purpose of this study is to analyze the performance and limitation on participatory budgeting focusing on the process in Eunpyeong-gu of Seoul Metropolitan City by survey and FGI with the committee and public officials, and suggest some alternatives. Especially, this study argues the necessity of linkage with deliberation and deliberative democracy, which put emphasis on the sufficient discussion in addition to participation. As a result, this study found the committee demand substantial participation beyond formal open process. This means that it is important to ensure the participation change and process rather than budget itself. The deliberation in the participatory budgeting process is to intensify the operation of participatory budgeting and enhance the publicness with the quality of suggestions.
