지방자치단체의 공공외교는 주권국가의 외교를 보완하는 기능으로 이해되거나, 혹은 도시들 사이의정책동형화현상으로 이해되어 왔다. 하지만 본 연구는 지방자치단체, 특히 도시의 외교정책을 적극적인 정책공간 구성노력으로 이해한다. 위계적인 국가공간전략이 점진적으로 해체되어가는 환경 하에서도시는 국제적 정책영역에서 물적, 인적 자본의 목적지로서, 그리고 다른 국제도시와의 적극적 연대를이루는 주체로서 정책적 자율성을 확보하고 있다. 케인지안적 조절양식의 붕괴, 공간구성권위로서의국가의 약화 등은 기존의 법적, 제도적, 전략적 질서에 제한되어 있던 도시 공간의 재스케일링(re-scaling)의 계기를 마련하였다. 최근 서울시는 적극적인 외교정책을 추진함으로서 단순교류뿐 아닌, 경제적, 가치지향적 정책을 국제적 공간으로 확장하고 있다. 세계화와 지역화의 동시성이라는Glocalization 현상은 서울시에게는 지역경쟁력을 기반으로 국제적 영향력을 확보할 수 있는 기회를 제공한다. 국가 수준에서 통합되어 있던 정책공간은 이제 도시의 전략적 공간재구성 전략을 통해 해체, 재결합을 반복한다. 서울시의 도시외교는 기존 국가공간프로젝트의 의도적 해체전략임과 동시에 국제적 공간에서의 적극적 연대과정으로 이해되어야 한다.
Abstract
Public diplomacy of the cities should not be regarded as a complementarity of the State’s diplomacy nor a simple isomorphic phenomenon in the local governments’ organizational field. The collapse of Keynesian mode of coordination in the modern states provides opportunities with cities to employ alternative spatio-territorial strategies. The city’s diplomatic policy can be defined as a reterritorialization strategy that help city government expand its policy autonomy. The re-scaling of politics, or scalar restructuring of the state territory became irreversible political movement in which the cities are deeply involved. Diplomatic policy of Seoul metropolitan government should be understood as an intentional policy endeavor. the phenomenon of Glocalization defines Seoul’s diplomatic strategy aiming expansion of global influence and acquisition of local autonomy at the same time. Seoul’s diplomacy is a well-planned replacement strategy of mode of Keynesian coordination, and at the same time it entails the politics of re-scaling regarding who gets what in the newly defined policy space in the future.
