본 연구는 한국 지방정부의 도시외교 활성화 방안으로서 청주시의 도시외교 현황 분석과 활성화 방안을 제시하는 데 목적을 둔다. 최근 국제사회는 외교 정책에 대한 중앙정부의 독점적 권한을 대체하여 다각적 외교방안들을 고려하고 있으며, 자치단체들의도시외교를 활용하기 위해 자치단체들의 외교적 권한을 부여하고 있다. 도시외교는 네트워크 및 협력 범주를 확대하여 외교 관계의 상호의존성을 강화할 뿐만 아니라 자치단체의 자생적 성장 방안으로 활용되고 있다. 1995년 지방자치 시대를 출범한 한국은서울시를 중심으로 도시외교 정책을 개발하고 있다. 충청북도의 중심인 청주시 역시 중국과 일본의 도시들과 해외교류를 시도하고 있지만, 그 한계가 분명하다. 본 연구는 도시외교 유형을 친선교류 범주와 경제교류 범주로 구분하여, 청주시의 도시외교의 현황을 분석하고, 지역의 성장을 도모할 수 있는 경제교류, 관광산업의 활성화를 위한 친선교류, 그리고 유학생 유치를 위한 교육교류 유형의 도시외교방안을 제시한다.
Abstract
This study purpose to analyze the city diplomacy of Cheongju city and to suggest a policy of the vitalization of Cheongju city’s diplomacy. In recent years, international society has sought a way to vitalize city diplomacy instead of central government’s exclusive competence in foreign policy. City diplomacy would not only expand diplomatic areas and strengthen the interdependency but it would be also utilized for city’s growth independently. After 1995 when Korea established the decentralization of the government, in particular Seoul city has developed its city diplomacy. Although Cheongju city has promoted international exchange of foreign cities in China and Japan, its diplomatic performance has been insufficient. This research classifies the categories of city diplomacy into friendly cooperation and economic exchange for analyzing Cheongju city’s diplomacy. It also suggests the types of economic exchange, friendly cooperation for the development of tourism industry, and educational exchange for the increase of foreign students in the region in order to vitalize Cheongju city’s diplomacy.
