Abstract

The incumbent Korean government (so-called participatory government) attaches top priority to balanced national development policies. Some critics, however, point out that these policies will result in inefficiencies and ultimately lower GDP growth rates. In this paper, we review both theoretical and empirical studies which focus on the effects of regional policies on efficiencies of the national economy. We derive some implications for optimal regional policy design from the New Economic Geography literature. In the second part of the paper, we build a multiregional computable general equilibrium(CGE) model and attempt to assess the effect of an exemplary regional policy. We choose policies to promote strategic industries in regions since these policies are recognized as vital factors to foster endogenous regional development. Policy simulations, which are carried out under very simple assumptions, show that policies to promote strategic industries in regions have positive effects on overall employment and value-added in Korea.
