지역문제의 담론지형에 대한 비판적 검토

초록

본고는 경제적 관점에서의 지역문제에 관한 이론적, 경험적, 그리고 정책적 담론지형을 비판적으로 고찰한다. 특히 거시적인 차원의 지역 간 격차와 공간분포에 대한 정교한 주류 경제담론의 비판적 검토를 통해 지역문제가 여전히 진보의 화두가 될 수 있는지를 논의한다. 지역발전론에 대한 신고전파의 신성장이론, 내생적 성장론, 그리고 신경제지리학에 대한 비판적 검토를 통해 지역개념이 실종되어 결국 주류의 일반적 결론으로 회귀된다는 점을 지적한다. 또한 지역격차에 대한 실증적 자료를 시도와 시·군·구 단위에서 제시하고 한국의 공간구조가 산업의 입지요구량에 따라 계층적으로 구조화될 수 있다는 대안적 해석을 제기한다. 마지막으로 본래적인 의미가 퇴색하는 현재의 지역정책에 대한 담론지형을 비판적으로 검토하고, 다극 지역경제성장의 의의를 논의한다.

Abstract

A critical review is made regarding the theoretical, empirical and policy-related discourses of regional problems in economic terms. In particular, it is discussed whether or not the regional problem can still be raised as a progressive topic through a critical assessment of elaborated mainstream economic discourses on regional disparities at the macro level. It is suggested that a concept of regions would be in fact ignored in the recent regional development discourses such as neoclassical new growth theories, endogenous growth theories and new economic geography theories, thus leading to an abstract conclusion. Moreover, empirical data on regional disparities are analyzed at the local and regional level, allowing a different interpretation that the Korean spatial structure could be hierarchically structured by the locational requirements of production. The significance of multi-polar regional development strategy is discussed after a critical review regarding the current discursive terrains of regional policies in which old regional policies are declining.
