Abstract

Governments use fiscal policy to provide public goods and redistribute income. And if properly designed, fiscal policy can stabilize the economy while maintaining fiscal sustainability. If a government wants to stabilize the economy via fiscal policy, it should run expansionary fiscal policy during recessions and contractionary fiscal policy during booms. Although such countercyclical fiscal policy can reduce output volatility and ensure fiscal sustainability by preventing excessive accumulation of public debts, we still observe procyclical behavior of fiscal policy, especially, in developing countries. In this paper, I estimate cyclicality of fiscal policy in 162 countries and analyze the determinants of the cyclicality. I first observe that fiscal policy is, on average, countercyclical in OECD countries and procyclical in sub-Saharan African countries. Among the OECD countries, countries with more proportional electoral system run less countercyclical fiscal policy. Levels of economic development also have opposing effects for OECD and sub-Saharan African countries. I discuss political and economic explanations for these findings.
