최근 우리 경제는 경제성장률 저하와 성장의 고용효과 감소로 일자리 창출의 어려움을 이중으로 겪고 있다. 성장과 고용구조변화를 보는 시각은 매우 다양할 수 있지만, 고용구조 변화는 크게 두 가지 요인으로 설명되어진다. 한편으로 단기적으로는 산출물 증감에 따른 경기적 요인이 있고, 다른 한편으로 보다 장기적으로는 생산성 제고, 산업구조 조정 등을 반영하는 구조적 요인이 있다. 그런데 기술진보가 발생하는 경우 기술진보는 산출물을 증대시키면서 동시에 생산성 향상/산업구조 조정을 통해 고용구조 변화를 초래한다. 결국 기술진보는 산출물 증대를 통해 고용 창출에 기여하기도 하지만, 구조조정을 통해 고용 감소를 초래하기도 한다. 그리고 산출물 증대효과가 구조적 요인을 능가하는 경우 기술진보는 고용창출에 기여한다. 반면, 경기적 요인이 구조적 요인에 미치지 못하는 경우 고용은 감소하게 된다. 그러므로 고용구조 변화는 기술진보가 어떻게 작용하는가에 따라 결정되어진다고 볼 수 있다. 특히 이런 접근은 고전파 경제학에서 잘 드러나고 있는데 본고에서는 이런 고전파 경제학의 재해석을 통해 고용구조 변화를 설명하는 새로운 분석틀을 제공하고자 한다.
Abstract
Korean economy is now suffering double difficulties which come from declining rate of economic growth and weakening capacity of creating jobs. Structural change of employment used to be explained by two factors. The first factor is cyclical one, usually measured by output level. The second one is structural factor, usually measured by productivity change and industrial restructuring. These factors are separately analysed because the cyclical factor is considered as a short term phenomenon, while the structural factor is considered as a long term phenomenon. These two factors, apparently measured at a different level, could be seen as two different aspects of the same phenomenon, "technological progress". Technological progress not only increases the output level, creating jobs, but also it accelerates the restructuring, which accompanies the reduction of jobs. This paper aims to provide new analytical tool to explain structural change of employment by reconsidering Classical economics and Neo-Austrian model.
