70년대 새마을운동 기간 농업생산성 변화 요인 분석

본 연구는 1970년대 전후 한국의 농업생산성을 분석하였다. 1970년대는 농촌새마을운동이 가장 활발히 진행된 시기라는 점을 고려하여 농촌새마을사업이 농업의 생산성 향상에 어느 정도 기여하였는가에 초점을 두었다. 농촌새마을사업 중 생산기반사업이 1970년대 초반에서 중반까지 집중되었다는 점에서 1970년대 농업생산성이 크게 향상되었을 것으로 기대되었다. 그러나 실제로는 1970년대에 있어서 농업생산성 개선 정도는 1980년대에 비해서 크게 저조하였을 뿐 아니라 새마을운동 이전인 1960년대에 비해서도 낮았다. 농업산출량 증가율은 1960년대에 비해 1970년대에 더 높아졌으나 대부분이 투입물 증가에 기인했으며, 기술진보를 바탕으로 하는 총요소생산성 증가에 기인한 부분은 미미하였다.
Abstract
Korean government lunched Saemaul Undong, a regional and social development program since 1971. This study evaluates the effect of the program on the productivity of Korean agriculture. The program consisted of three areas, infrastructure development in agriculture, income development in rural area, and social welfare development in rural village. As a program of Saemaul Undong, education and training of advanced agricultural technology was emphasized. The infrastructure development and education was expected to improve the productivity in Korean agriculture. However, this study shows that substantial improvement in agricultural productivity was not found in the period of 1970s, the most active period in the Saemaul Undong. Although the output in agriculture improved in the period, the improvement achieved through increase of input, not productivity based on technology development. This study showed that the program, Saemaul Undong could not play a substantial role in the agricultural productivity improvement in 1970s.
