Abstract
This study systematically examines the impact of Global Value Chain (GVC) participation on income convergence among 63 countries from 1995 to 2018. Despite GVCs becoming a core structure of world trade, their effects on income convergence versus divergence remain inconclusive. Focusing on the structural heterogeneity of GVC participation overlooked in prior literature, this study distinguishes between horizontal (North–North, South–South) and vertical (North–South) forms of participation and quantitatively measures countries’ participation patterns. The results show that although some σ-convergence is observed, conditional convergence analysis indicates that GVC participation tends to hinder income convergence. In particular, horizontal GVC participation among countries with similar income and technology levels reinforces cost-based competition, limits productivity gains and upgrading opportunities for low-income countries, and ultimately widens income disparities. In contrast, vertical GVC participation between high- and low-income countries facilitates technology transfer and learning, promoting structural upgrading and significantly advancing income convergence. Overall, the study demonstrates that the effects of GVC participation depend not on its scale but on its qualitative structure and functional positioning. By highlighting the risks of industrial lock-in in low-income countries and the importance of technological and institutional capacities, the study provides policy implications for building inclusive value chains and achieving sustainable growth.
