Abstract

This study investigates the impact of change orders, which frequently occur in public procurement auctions, on the bidding behavior of construction firms by using public construction bidding data from 2008 to 2021. In addition, we empirically analyze the factors that determine both the occurrence and frequency of change orders. Our empirical results show that when bidders anticipate change orders during construction, they are likely to bid less aggressively. Consistent with previous studies, the probability of change orders increases when the project scale is larger and the construction period is longer. Our empirical analysis also provides empirical evidence that construction firms with more past contract awards are more likely not only to experience change orders but also to encounter them more frequently. Finally, the public procurement costs for a contract experiencing change orders increase by approximately 12.23% relative to the awarded bid price.
