사회서비스의 환경과 시･도 사회서비스원의 운영성과 분석

Social Service Environment and Performance Analysis of Regional Public Agencies for Social Services in South Korea

초록

본 연구는 우리나라 사회서비스의 성과 연구가 충분하지 않다는 문제의식하에 시‧도 사회서비스원을 연구 대상으로 선정하여 운영성과를 분석하였다. 각 지역별 환경분석을 토대로 로직모델에 기반하여 투입에서부터 결과까지 분석하였으며, 효율성과 효과성 분석을 동시에 수행하였다. 분석 결과, 첫째, 투입 측면에서 대부분의 사회서비스원은 경영, 위탁시설 운영, 민간시설 및 종사자 지원, 연구 등 4개 기능을 수행하고 있었다. 둘째, 활동은 대부분 법령상 제시된 주요 사업을 수행하고 있었으나 사회서비스 수급 계획 수립의 지원 활동은 확인하기 어려웠다. 셋째, 산출과 결과의 경우 사업 수와 이용자 만족도의 지역 간 차이가 존재하는 것으로 나타났다. 넷째, 상대적 효율성과 효과성을 분석한 결과 효율성이 높은 지역은 5개(인천, 경남, 광주, 세종, 대구)로 나타났으며, 공급이 충분히 이루어져도 서비스 품질 측면에서 반드시 이용자 만족도를 이끌어내는 것은 아니었다. 주요 연구 결과를 토대로 시사점을 제시하면 다음과 같다. 첫째, 사회서비스의 지역별 특성과 수요 대비 공급의 적정성을 고려하여 사회서비스 수급 계획을 명확히 수립해야 한다. 둘째, 사회서비스 수요에 대응하여 안정적 공급뿐만 아니라 내실화 측면에서 품질 제고 노력을 기울일 필요가 있다. 셋째, 서비스 종사자를 위한 충분한 지원이 이루어져야 한다. 넷째, 사회서비스의 충분한 예산 확보를 통해 효율성을 제고해야 한다. 다섯째, 시‧도 사회서비스원은 사회서비스 제공을 선도하는 기관으로서 공적 가치를 실현할 수 있는 기능을 강화해나가야 한다. 여섯째, 수요대비 공급이 많은 지역은 기관 고유의 기능 강화 및 차별화 전략이 필요하며, 수요가 많은 지역은 사회서비스 품질향상을 위해 노력해야 할 것이다. 본 연구는 사회서비스원을 중심으로 운영성과를 분석하여 시사점을 도출했다는 점에서 의미가 있으나 자료 수집의 한계로 모든 사회서비스원을 포함하지 못하였다. 이는 향후 후속 연구로 남긴다.

Abstract

This study is focused on performance of social services, through analyzing 10 regional social service agencies’ performance in Korea. The purpose of this study as follows. First, to understand the context of each local agency, this research conducts demand-supply analysis. Second, analyzing each agency’s performance based on logic model. Third, to understand agencies’ efficiency, Data Envelopment Analysis (DEA) used as a methodology. The main findings and implications as follows. First, when regional social service agency establish the social service demand-supply plan for its community, it should reflects the characteristics of its service context. Second, to deal with complex demand of social services in these days, each agency put effort to provide stable services and promote the quality of services as well. Third, in aspect of human services, social workers are the key factor of deciding quality of service. To ensure the good quality of services, sufficient support for workers is needed. Fourth, ensure and maintain agency’s main services effectively, sufficient budget of agency is necessary. Fifth, as their role of leading social services in Korea, each agency should put its emphasis on publicness. Based on analysis of the service environment and effectiveness, it is evident that pursuing quality improvement through service quality management. However, specific strategies may vary depending on characteristics of areas. In areas where there is an excess of supply compared to demand, institutions should concentrate on their core functions to establish themselves as a leading service provider. They should also offer differentiated services that reflect the unique characteristics of the area. On the other hand, in areas with high demand, the focus should be on supporting other institutions within the region to enhance overall service quality.
