인구감소 시대 소도시의 축소도시 전략 -독일 라이네펠데의 똑똑한 수축의 사례-

초록

인구감소와 중소도시의 축소는 피할 수 없는 현실로 다가왔지만, 이를 인정하는 것은 쉬운 일이 아니다. 도시쇠퇴와 축소는 정치적으로 금기어이기 때문이다. 지난 20년 동안 도시축소전략은 유럽에서, 특히 급격한 인구감소를 겪은 독일의 구동독지역에서 관심을 갖고 연구되어 왔다. 도시의 일부 구역을 중심으로 한 연구는 적지 않지만, 도시를 하나의 단위로 한 연구는 거의 없다. 이 연구는 급속한 인구감소를 경험한 구동독지역의 소도시인 라이네펠데(Leinefelde)가 선택한 똑똑한 수축 전략을 분석하였다. 라이네펠데는 다른 도시에 앞서서 성장의 신화를 버리고, 건축물의 감축, 개조, 철거를 통해 안정을 찾은 소도시로서, 도시단위에서 똑똑한 수축을 성취한 대표적인 성공사례다. 이 논문은 사례연구 방법에 따라, 계도적인 분석틀을 제시하고 분석틀에서 상정한 각각의 요인이 어떻게 작동하여 라이네펠데가 성공적으로 축소도시 전략을 추구했는지를 분석하였다. 라이네펠데의 성공요인으로는 문제를 분명히 인식한 시장과 시장의 리더십, 도시 수준에서 구축된 거버넌스, 독일 연방수준에서의 기회를 포착하여 이를 활용한 점 등을 꼽을 수 있다. 결론에서는 해외사례가 한국의 현실에 주는 함의를 논의하였다.

Abstract

Population decline and urban shrinkage in small- and medium-sized cities are unavoidable in most cases. But it is not easy to admit them, for urban decline and urban shrinkage are politically taboo words. Over the past 20 years, urban shrinkage strategies have been studied in Europe, especially in the former East German region, which has suffered a rapid population decline. However, while there are not a few studies on shrinkage centered on some districts of the city, there are few studies taking a city as a unit. This study analyzed the smart shrinkage strategy in Leinefelde, a small town in eastern German region with the experience of rapid population decline. Reinefelde is a small city that abandoned the myth of growth ahead of other cities and restored a stability through the reduction, renovation, and demolition of built environment. Taking a case study method, this study presents a heuristic framework for analysis and showed how each factor assumed in the framework worked and how Reinefelde successfully pursued the urban shrinkage as strategy. Reinefelde's success factors include a mayor that clearly recognizes the problems and his leadership, an urban governance established at the city level, and the ability to seize and exploit opportunities at the German federal level. The study concludes with some implications of the study for the Korean context.
