경상북도 스마트축소 전략의 구성요소 분석 : 전문가 심층 인터뷰를 중심으로

인구 데드크로스 등 지방 중소도시의 소멸이 가속화됨에 따라 도시축소 적응에 대한 인식이 확산되고 있다. 축소도시의 감소한 인구 규모에 적합하도록 도시의 인프라 및 서비스를 적정규모화하고, 거주민의 수요에 따라 대안적으로 활용하는 스마트축소는 도시축소 적응 전략의 대표적인 예시로 적용되고 있다. 하지만, 기존 연구들은 스마트축소 개념에 대한 이론 분석과 문헌조사 기반의 사례 분석을 중심으로 진행되어, 전략의 적용 측면에서 경험적 분석을 바탕으로 스마트축소의 이론적 논의를 검토한 연구는 부족한 상황이다. 이에, 본 연구는 도시축소 대응을 위한 적응적 전략의 주요 사례인 경북을 대상으로 전문가 심층 인터뷰를 수행하여, 스마트축소의 대표 전략인 노후·유휴자원 활용 및 생활서비스 공동이용의 구성요소를 경험적으로 분석하였다. 분석결과, 스마트축소를 위한 노후·유휴자원 활용 전략은 주로 수도권-경북 등 전역적 규모에서의 시스템 구축을 위한 구성요소들을 다루고 있으나, 생활서비스 공동이용의 경우 경북-인접 지역 등 국지적 규모에서 개인 대상의 서비스 제공과 관련된 구성요소들을 주로 포함하고 있다는 특징을 보인다.
Abstract
With the rapid decline of small and medium-sized cities, strategies regarding adaptation to urban shrinkage are gaining increasing attention. One such strategy is “smart shrinkage”, which involves right-sizing urban infrastructure and services and utilizing them in alternative ways for the remaining residents. Previous studies tended to focus on analyzing the concept and cases of smart shrinkage through literature reviews. Few studies examined the theoretical discussion through empirical analysis, particularly in terms of strategy application. The aim of this study is to fill this gap by conducting an empirical analysis of the components of smart shrinkage strategies based on a case of North Gyeongsang Province. The province is widely known for its employment of adaptive strategies for urban shrinkage. In-depth interviews with expert practitioners found that the use of vacant lots and properties and the shared use of convenience services are two representative strategies of smart shrinkage although their geographical scopes differ.
