Abstract

This study started from the recognition of the need to improve Sejong City's unreasonable regulations in line with the current government's will for regulatory reform. Therefore, the purpose is to analyze the current status of registration regulations and autonomous laws and regulations under Sejong City's jurisdiction to determine whether registration regulations need to be maintained, identify unreasonable regulations, and derive improvement directions. To this end, we compared Sejong City's regulatory status, autonomous laws, and provisions of higher-level laws, and proposed improvement plans through expert advice.After classifying the types of registration regulations into registration regulations (statutory and non-statutory basis), non-registration regulations, and behavioral regulations, we looked at registration regulations among them. In addition, the types of registration regulations were reclassified into eight characteristics and the corresponding direction for improvement was presented. Based on the analysis results, the following policy recommendations were made. Policy suggestions include establishing criteria for deregulation target selection and prioritization, establishing a periodic inspection system, improving the effectiveness of regulatory impact analysis, establishing an integrated regulatory information system, strengthening incentives and audit exemption systems for public officials, strengthening education and public relations for public officials, Lastly, seven alternatives were presented, including securing autonomy and guaranteeing independent performance of affairs.
