경기북부특별자치도 구역경계 설정오류 분석

경기도는 현재의 경기도의 구역을 분할하여 한강 이북의 10개 시⋅군을 대상으로 경기북부특별자치도를 추진하고 있다. 본 연구의 목적은 경기도가 추진하고 있는 경기북부특별자치도의 구역설정에서 정책오차의 이중성을 실증분석하는 것이다. 연구목적의 달성을 위해 본 연구에서는 경기도 내 31개 시⋅군별 지역 총생산(GRDP)와 토지이용현황의 전역적 Moran’s I를 활용하여 물리적 공간에서의 군집분석을 수행하였다. 분석결과, 첫째, 전역적 Moran’s I 값으로부터 지역 내 총생산(0.192), 농지면적비율(0.376)을 기준으로 경기도 시⋅군은 공간적 군집화 경향성이 상대적으로 약한 것으로 나타났으나, 대지면적비율(0.572), 임야면적비율(0.691), 도시기반시설면적비율(0.538) 등을 기준으로 경기도 시⋅군은 공간적 군집화 경향성이 상대적으로 강한 것으로 나타났다. 둘째, 경기도 시군의 지역 내 총생산과 토지이용을 준거로 한 공간적 군집은 현재의 추진 중인 경기북부특별자치도의 구역설정에 제1종 오류와 제2종 오류가 모두 나타나는 것을 확인하였다. 셋째, 경기도 시⋅군의 지역 내 총생산과 토지이용의 공간적 군집이 일관되게 나타나는 것을 확인하였다. 이에 따라, 현재 추진 중인 경기북부특별자치도의 구역에서 고양시와 파주시를 제외하고, 하남시, 광주시, 이천시, 여주시, 양평군을 포함하여 특별자치도의 구역설정을 변경해야 할 것이다.
Abstract
Gyeonggi-do is planning to divide the current district and promoting the creation of the Northern Gyeonggi-do where get unequally distibuted autonomy rights and has boundary with the Han River. The purpose of this study is to empirically analyze the duality of policy errors in zoning of the Northern Gyeonggi-do. To achieve the research objective, this study performed a cluster analysis using global Moran's I, for the gross regional product (GRDP) and land use status of 31 cities and counties in Gyeonggi-do. As a results, first, from the global Moran's I value, the cities and counties in Gyeonggi-do were found to have a relatively weak spatial clustering tendency based on the total regional production (0.192) and farm area ratio (0.376), but the land area ratio (0.572) Based on the forest area ratio (0.691) and urban infrastructure area ratio (0.538), Gyeonggi-do cities and counties showed a relatively strong tendency toward spatial clustering. Second, spatial clustering based on regional gross production and land use of cities and counties in Gyeonggi-do confirmed that both Type 1 and Type 2 errors appear in the zoning. Third, it was confirmed that spatial clustering of total production and land use appears consistently. Therefore, the zoning will need to be changed to include Hanam city, Gwangju city, Icheon city, Yeoju city, and Yangpyeong county. Also the zoning will need to be change to exclude Goyang city and Paju city from the primarily planned districts.
