Abstract
"The purpose of this study is to analyze the limitations of the current Ordinary Local sharing grants calculation system that fails to reflect the administrative and policy specificities of Sejong Special Self-Governing City and to seek ways to secure stable and sustainable financial resources. Sejong City is a single-tier local government that simultaneously performs both metropolitan and basic functions, but the current calculation system is causing a structural imbalance in which the financial demand for Sejong City's basic autonomous functions is not sufficiently reflected. Accordingly, this study proposes a method of double-calculating the basic and metropolitan standards to reflect the special characteristics of Sejong City, and a ‘setting of an upper limit’ method to compensate for the decrease in demand due to the decrease in statistical values. In addition, in order to compensate for the financial loss caused by the exemption of national facility property tax, the establishment of a ‘national facility demand’ item in the compensation demand and the introduction of a ‘demand correction method’ instead of the existing difference correction method were reviewed. Ultimately, we propose a plan to secure Sejong City’s self-governing organization rights and financial autonomy by ensuring that local taxes are maintained stably despite the increase in local taxes through the introduction of a ‘fixed rate system’ similar to that of Jeju Special Self-Governing Province. The introduction of the fixed rate system is evaluated as a key alternative for the financial stability of Sejong City and the strengthening of its actual autonomy.
