Abstract
This study empirically investigates the nonlinear relationship between local government fiscal expenditures and regional economic growth. While local governments actively utilize fiscal spending to stimulate local economies, prior studies have paid insufficient attention to the possibility that the impact of such spending may vary depending on its level and composition. Utilizing panel data from si and gun across South Korea for the period 2015 to 2021, this research applies the System Generalized Method of Moments (System GMM) to analyze how economic development expenditures and social development expenditures affect regional economic growth. The findings reveal an inverted U-shaped relationship between the proportion of economic development expenditures and per-capita GRDP for both cities and counties—indicating that while such spending promotes economic growth up to a certain threshold, its marginal effectiveness diminishes beyond that point. In contrast, no statistically significant relationship is found between social development expenditures and regional economic growth. These results suggest that excessive public spending by local governments may lead to inefficiencies and potentially crowd out private investment. The study highlights the importance of developing an optimal fiscal expenditure strategy that balances economic development objectives with efficient resource allocation.
