광역자치단체의 지방정부 소비지출과 지역경제성장

초록

본 연구는 1999∼2008년의 우리나라 16개 광역자치단체의 자료를 이용해 지방정부의 소비지출이 지역경제성장률에 미친 영향을 실증적으로 분석했다. 국가 간 자료를 이용해 정부지출과 경제성장 간의 관계를 분석한 선행연구의 결과는 논란의 여지가 있다. 왜냐하면 국가 간 법률이나 제도 및 회계기준 등이 상이하기 때문에 정부의 역할과 경제성장 간의 정확한 관계를 파악하는 데 한계가 존재하기 때문이다. 따라서 법률이나 제도 및 회계기준이 동일(혹은 유사)한 국가내에서 지방정부 자료를 이용할 경우 선행연구를 보완할 수 있다. 본 연구의 실증분석 결과 지방정부의 소비지출은 지역경제성장에 대체로 음(-)의 영향을 미친 것으로 나타났다. 또한 항목별 지방정부의 소비지출과 지역경제성장 간에도 대체로 음의 관련성이 형성되는 것으로 관측됐다. 특히 공공질서 및 안전, 보건복지 및 환경 및 주택 및 지역사회개발 지출은 추정방법에 관계없이 이상의 결과가 강건하게 나타났다. 그러므로 본 연구결과는 우리나라 광역자치단체의 역할에 따라 지역경제성장을 제고시킬 수 있는 방법이 있음을 시사한다.

Abstract

This paper examines whether regional governments' consumption expenditure affects regional economic growth in Korea, using data on 16 regional governments over the period 1999-2008. The empirical evidence investigating the relationship between government expenditure and economic growth using cross-country regressions is inconclusive. The reason is that not only the sample selection of countries is always arbitrary, but also each country has different legal and democratic institutional infrastructure as well as accounts standard for governments. Hence, it is possible to fill up the existing literature by concentrating on regional governments within a country. The regression results suggest that regional governments' consumption expenditure has a negative and significant impact on regional economic growth. In addition, regional governments' specific consumption expenditures are generally negatively associated with the regional economic growth. Particularly, expenditures on 'public order and safety,' 'social protection and environment,' and 'housing and community amenities' has negative and robust effects on the regional economic growth regardless of estimation methods. Therefore, we can conclude that there exists regional governments' role to enhance the growth.
