환경문제에 대한 지역관점의 접근: 환경교육에의 일조

초록

환경악화는 과학의 발달에도 불구하고 심화되고 있으며, 다양한 지역단위에서의 환경갈등은 환경문제 극복의 현실적 장애로 언급될 수 있다. 환경갈등의 지역간 양상은 선진국과 개도국간, 하천 상·하류간의 수평적 대립, 피해 또는 수혜지역과 이를 포섭한 광역지역간의 포섭적 대립, 그리고 새로운 규모의 지역을 만들며 복잡한 대립양상으로 전개되는 규모의 정치로 나타난다. 지역내 양상은 국가, 세계 차원에서의 개발추구가 소지역단위에서 갈등을 만들며 환경악화로 이어지는 세계 여러 지역에서의 사례에서 나타나는데, 이러한 소지역에서 나타나는 환경악화는 지역주민들의 책임이 아닌 다양한 지역 규모의 중층적인 정치·경제적 상황의 구조적 결과물로, 지역관점에서 접근하는 정치생태학 연구가 많은 사례 연구를 제공하고 있다. 이러한 환경문제에 대한 지역관점의 접근에서 드러나는 많은 사례들은 현실적인 환경문제 극복의 어려움과 구조적 원인을 파악하게 해주며, 이는 최근 환경을 위한 교육에서 강조하는 결과보다 과정, 구조적인 문제점, 그리고 복합적인 중층적 인과관계를 다루어야 한다는 논의에 비추어 환경교육의 내용구성과 접근방법에 도움을 줄 수 있을 것이다.

Abstract

The continuing environmental degradation despite of the technological advancement implies real world environmental problems. One of the practical barriers to overcome the environmental problems might be the regional environmental conflicts which occur between developed and developing countries, regions in the up and down streams, between a local area and the wider region including the area. And sometimes new region is constructed for the environmental conflicts to justify its interests, called scale politics. Environmental conflicts occur within local areas where local overpopulation and national and international growth imperatives are blamed each other for the degrading environments. Political ecology has produced divergent case studies to find more fundamental reasons from incorporating wider political and economic contexts into the local environmental degradation. The numerous case studies in political ecology reveal the barriers and the structural causes of environmental degradation, and the presented environmental conflicts and the regional approach to them provide case materials and alternative perspective for environmental education which recently emphasizes education for environment rather than education about environment.
