현재의 환경위기는 전지구적 현상이지만 심각한 환경저하의 결과는 사회적·국가적으로 불평등하게 분배된다. 특히 현재와 같이 심화된 지구화 환경 하에서 한국사회 역시 심화된 국제적 상호관계의 틀 안에 위치하고 있다. 한국 기업의 제3세계 진출이 대규모 개발사업의 형태로 진행되는 상황을 전제할 때, 한국인들이 제3세계 환경문제에 대한 새로운 관점과 윤리가 요구된다. 본 연구는 제3세계 환경문제를 환경정의의 원칙과 지리학의 한 분야인 정치생태학에 근거하여 접근하고 문제에 대한 이해를 돕기 위한 지리교육적 과제를 제언하는 것을 목적으로 한다. 이를 위해 먼저 ‘지속가능발전’ 및 ‘지속가능발전교육’ 개념에 환경정의 개념을 적용함으로써, 이 개념들의 가치화를 제언한다. 또한 최근 지리학 연구의 기여라 할 수 있는 정치생태학에 대한 소개와 지리교육과의 접목을 소개한다. 결론적으로, 지구적 환경문제에 대한 교육에 있어 지리교육은 문제인식의 스케일 확대와 환경정의적 윤리관의 도입을 통해 지속가능발전교육의 실현에 기여할 수 있음을 밝힌다.
Abstract
Current environmental crisis is a global phenomenon; however the effects of serious environmental degradation have been unequally distributed among various social groups as well as different countries. Deeply involved in the frame of complex global interrelations and current oversea expansions, specially toward the third world, having focused on large-scale development projects, Korea government and capital, or even people, should accept and learn the new perspective and ethics about the third world environmental issues. This article aims to approach the third world environmental issues based on environmental justice and recent productive outputs in political ecology as sub-discipline of geography and to suggest some geographical educational tasks for better understanding these issues. For this purpose, this article develops discussion in two directions. Firstly, it examines the concepts ‘SD’ and ‘ESD’ critically and try to valorize these concepts using ‘environmental justice.’ Secondly, it introduces the research achievements of political ecology as emerging research field and suggests to articulate them with geography education. In conclusion, it clears the specific roles of geography education for realization of ESD through the scale zooming of issues and the introduction of new ethics based on environmental justice.
